The Union government has set out to arm itself with overriding powers to transfer IAS/IPS officers through Central deputation, doing away with the requirement of taking the approval of the State governments as laid down by Rule 6 of cadre rules. The Centre is proposing to make four amendments to Rule 6 and the Department of Personnel and Training conveyed the message to the States on January 12, reports The Hindu.

The proposed amendments are: If the State government delays shifting its cadre officer to the Centre, the officer shall stand relieved with immediate effect. The Centre will decide the number of officers to be deputed to it. In case of any dispute, the final decision rests with the Centre, and if "public interest" is involved, the State shall give effect to the Centre's decision within a specified time frame. At least six states, including those ruled by the BJP and its allies, have reportedly opposed the move on the ground that it goes against the spirit of cooperative federalism, and the rest have not responded. The Centre plans to notify the rules in the Gazette of India if the States fail to respond to its January 25 deadline.
