Mr #KTR what you meant by 'Right to Income'

In Reply during 'Short Discussion' in Telangana Assembly - Minister KTR Rao said 'Right to Information has become 'Right to Income'' - Under Sec. 4 of RTI Act 2005 Government should voluntarily disclose more information in public domain - But fact is even Government Orders GOs are not uploaded on https://goir.telangana.gov.in/

We, people of Telangana, object to your statement on the floor of the Assembly that 'RTI has become Right to Income'.  While the government's performance on Sec 4 of RTI Act 2005 is embarrassingly poor, your comment on RTI raises many a question.  Here are few:

1-  Dasoju Sravan garu had earlier in 2019 filed a case in in High Court against Government of Telangana for blocking the Government Orders website itself.


Dasoju Sravan garu has now been nominated by the ruling party as MLC thru Governor's quota. 

We ask you is this nominating Sravan garu as MLC from your party, what you meant by 'Right to Income' for those who once questioned you on your dismal Right to Information performance through your Government Order website.?


2- Is it not true that the High Court had said, that 'when the judges in the High Court can upload their orders on HC website within 24 hours, why can’t the government departments do the same'?


Even to this date the GO Ms 69 of 12.4.2022 that repealed para 3 of GO Ms 111 dated 8.3.1996, is not available on GO website.  Hundreds of GOs of each year are not available on the GO portal.

Is this not disobedience of court and disobedience of Rule.?  How can citizens be expected to follow rules when government does not show the right path by following rules.

3-  Is it not true that the institution of Information Commission today is NULL without the Chief Information Commissioner and without any of the State Information Commissioners?  [see attached screen shots from TSIC]

While other states' TSICs are having CIC for their Information Commissions our Telangana state has NIL.

Whereas RTI Act directs the state government to appoint the CIC and ICs by the Committee headed by the Chief Minister, a cabinet minister and leader of opposition, the government of telangana, read as the Chief Minister of Telangana, has not complied with the most important feature of the RTI Act 2005.

[Even the Andhra Pradesh Chief Information Commissioner name is not updated on the state portal http://tsic.gov.in/statecicsList.do?mode=showDetails
While Janab Shaikh Basha is heading the APIC since an year it is yet to be updated.]

4-  Is it not true that thousands of RTI Appeal applications are pending with the Information Commission and the TSIC has come to a standstill.?

For example, 'Complaint received on 4.7.2022 in the TSIC is registered with Reg No. 9243/CIC-BM/C-1269/2022, 9245/CIC-BM/C-1270/2022, 9244/CIC-BM/C-1271/2022' is still not come up for hearing.  There are thousands of such registered appeals pending for information that should have anyways been disclosed voluntarily by various departments of the government under Sec. 4 of RTI Act 2005.

We just have just this to say that the Government of Telangana does not have a Right to Incompetence.

We the people of Telangana deserve an ethical government that goes by rule of law and application of mind and believes in natural principles of justice.
