OSMAN SAGAR AND HIMAYATH SAGAR - the Drinking Water-cum-Flood Controlling twin Dam-Reservoirs,
UNAUTHORIZED, ILLEGAL AND IMMORAL TO RELEASE RESERVOIR WATERS WITH FALSE CLAIMS OF FULL TANK LEVELS AND STORAGE CAPACITIES, OF RESERVOIRS WHEN THERE ARE NUMEROUS ENCROACHMENTS AND LAND TRACKS INSIDE RESERVOIRS
1- It is understood from Hyderabad Water Board HMWSSB notifications of *Twin Reservoirs Water Levels:* viz., Osman Sagar are as follows on 10 july 2022 and 25 july 2022 5pm respectively:

2- It is observed from above official information, that in spite of reservoirs not to Full Storage Capacity , flood gates of both the dams viz., Osman Sagar and Himayath sagar have been lifted and waters are being released.
3- It is also observed that, the FTL levels and Storage Capacities being cited are false.
The claim of reaching near Full Tank Levels and Storage capacities is a result of huge shrink in the area and storage capacity , as there are official proofs of encroachments inside the twin Dam-Reservoirs, in full knowledge of Ministry of MAUD, CMO, District Collector cum Magistrate of RR District and other officials including HMWSSB. No action has been taken to evict the encroachments in spite of representations submitted multiple times and latest being on 23 june 2022 to office of the District Magistrate cum Collector, RR.
4- Further our on-field fact-finding has revealed the encroachments of constructions, compound walls, fencing and vast land stretches inside the FTL boundary. HMWSSB FTL pillars have been uprooted. Pictures from inside the FTL boundary of Osman Sagar were furnished again highlighting the same on 1 july 2022 to the Authorities.
5- It is shocking and appalling that the HMWSSB and Ministry of MAUD, Goverment of Telangana, publically gives wrong statements day after day , year after year, on the Full tank levels and storage capacities, thus , cheating the people on Osman Sagar and Himayath Sagar, the Drinking Water-cum-Flood Controlling twin Dam-Reservoirs, on water levels and water storage capacties.
How can reservoirs be considered to be full or to the officially claimed capacities and heights, when there are numerous encroachments officially identified/unidentified and vast stretches of land inside the FTL boundaries?
Why FTL boundaries maps of Osman Sagar and Himayath Sagar are not placed in public domain on the website of https://www.hyderabadwater.
Why there is no Dashboard on the date wise daily inflows and outflows with number of gates opened and height of lifting on the HMWSSB website ? How will public know the status of our dams-reservoirs? No records of previous years found on website?
6- Below picture of one of the officially identified encroachment is being furnished from the officially demarcated FTL boundary of the Osman Sagar.
Geo coordinates of location of ORO Sports are around 17°24'09.6"N 78°17'20.2"E (17.402665, 78.288953 ). This was already represented to the authorities in 2019 itself.

7- Below pictures dated 25 july 2022 of uprooted HMWSSB FTL Pillars and vast land tracks inside the FTL boundary of Osman Sagar that have not been dredged and reservoirs not allowed to be full to storage capacity.

8- It is also observed that water inflows and outflows are disproportionate, with no reasons for the same , as much as ouflow is 6 times the inflow , drained out of Himayath sagar on 10 july 2022. Outflow is disproportionate continuously and the vast land tracks of the reservoirs are kept dry, must against the given mandate of the HMWSSB to keep the reservoirs free from encroachments and scrupulously maintain the FTL boundaries and storage capacities.
9- We urge the following emergency action on war footing:
I) -Stop releasing of waters from the reservoirs;
-Place the FTL boundary maps of Osman Sagar and Himayath Sagar dam- reservoirs on the website; ( Implement RTI Act Sec 4 of proactive information;)
-Place the outflow and inflow and dam height lifting information on dash board of HMWSSB; (Implement RTI Act Sec 4 of proactive information;)
ii) Immediate eviction of all the officially demarcated encroachments inside the FTL boundaries of the Osman Sagar and Himayath Sagar, the Drinking Water-cum-Flood Controlling twin Dam-Reservoirs;
iii) Immediate dredging of all the land stretches and land fills inside the FTL boundaries of Osman Sagar and Himayath Sagar, the Drinking Water-cum-Flood Controlling twin Dam-Reservoirs;
We assure the authorities of our further coordination on the subject matter in public interest.
We remind the state and the people of the following as enshrined in our Constitution of India:
Part IV.—Directive Principles of State Policy 48A. The State shall endeavour to protect and improve the environment and to safeguard the forests and wild life of the country.
Art 51A (g) in Part IVA: Fundamental Duties of the Indian Constitution: (51A) It shall be the duty of every citizen of India—(g) to protect and improve the natural environment including forests, lakes, rivers and wildlife, and to have compassion for living creatures.
